Ray has the same philosophy.  When one adds all the amenities together the final figure is not that bad.  The rational is "they are amenities, they should have a deficit."

The problem with board members looking at ways, such as lumping them together, to minimize individual amenity financial losses is not so much the pure dollar cost to property owners as it is in adopting a philosophy that provides an excuse for inept management.
