For reference, the above message is a reply to a message where: Joe, Actually OPA has a policy that all road cuts be done via some sort of under-the-road push operation. This doesn't require patching, but does tend to put a hump in the pavement. This sounds like horizontel boring and would be used for new lines or 100% replacement under a street, driveway, etc. Unfortunetly, if the line splits in a court, like mine (Clipper), they must cut in the court through the asphalt.
