| The backbone agreement was struck with Worcester County after I sold the utility to them. The person I was referring to worked for the county and ran the utility from the offices in OC as I remember. I don't think he stayed in the job too long and was definitely uncomfortable in the position. | ||||||

For reference, the above message is a reply to a message where: It was more of a dictate by Col. Connell's successor. His successor was Worcester County itself, after it shut down the Worcester County Sanitary Commission that Connell ran. I thought most of those "deals" were made prior to the county taking over, but I can't remember for sure. |
