Let's look at county definitions:
Junk Vehicle - Any vehicle which is without a current license plate or plates. So, any vehicle on an OPA lot without current license plates is legally a junk vehicle and can be addressed as a junk vehicle under OPA DRs. |

For reference, the above message is a reply to a message where: To minimize the negative visual impact and loss of property value caused by long term storage of unregistered and/or non-operative vehicles on Ocean Pines lots. B. Authority. Paragraph 8(h) No stripped down, partially wrecked, or junk motor vehicle, or sizeable part thereof, shall be permitted to be parked on any street in the Section or Subdivision or on any lot. Paragraph 8(o) No vehicle shall be parked on any street in the Subdivision. One of the problems is that one of the main intents is to limit long term storage of unregistered vehicles but unlike other communities we have no language regarding "unregistered" vehicles in the DRs. A lot of the issue in the Pines are vehicles that are sitting in disrepair and unregistered for years. They often don't meet the "junk" or partially wrecked category but are an eyesore. We have one at 12 Brookton Lane. A Jeep with bad transmission sitting for years and CPI has had little success in having it removed. I just don't think it is as easy as some suggest. I also thought a couple of years ago OPA loosened up restrictions on unregistered vehicles because some with classic cars that looked OK but were not current with registration complained. I think you were also involved in the debates about CPI access to properties and looking under covers on vehicles. It seems even communities that have an unregistered vehicle law are not allowed to come on private property, lift up a car cover and check for registration. Makes enforcement difficult. We also used to have a CPI inspector on the forum a while back who would help explain these issues but I wonder if our GM put an end to that. |
