It is a secret known only to Bill, and he isn't saying. He seems to assume that someone named Dutch is well-known to all in OPA-Land. Dutch, somewhat recently, has been to board meetings and at one or two called a board member a foul name and other rants about something he says happened at McDonald's. At the last board meeting he was complaining to the board that someone he asked to give him a  price on propane tank installation was trying to rip him off. Not sure why he thinks the board should be involved.
