Tom.. are you praying that such provision does not get tested with the OPA (HOAs) cases that got the money and kept it?

After reading your reply what comes to mind is the subject of "intellectual capacity." We all have one but yours and mine are clearly at different degree/ level.  For your convenience here is the definition: "Intellectual capacity can be defined as the ability of an individual to adapt, think, rationalise, change, learn, analyze and act. To express it in a single word, we can say intellectual capacity is the development of the cognitive sense of an individual."
