I don't necessarily draw the same conclusion.  Did you read about the obstacles that need to be overcome in these communities?  One of them being the hesitancy that stems from being medical guinea pigs in prior generations.  Not sure what you mean by being one sided, actually the article addresses the fact that many of the actual beneficiaries of the vaccines being offered in these communities were not people of color.  While there are lots and lots of people making poor choices regarding the vaccine in my opinion, I thought the article did a pretty good job of explaining the particular and peculiar challenges in the Philadelphia Black communities.
