Section 5: OPA Board Subject: Perrone Resigns As OPA Treasurer Msg# 1165011

I was the association member who asked Perrone what one would assume to be a logical question to ask the OPA Treasurer in light of the recent Maryland law change requiring an independent expert in reserve studies to state how much an HOA must have in reserves. The HOA must then meet that cash requirement.
Currently, OPA had no official statement from any reserve study company as to how many dollars are required to meet the new law requirements. Generally speaking, OPA has about eight or nine million in reserves. That equates to perhaps 25% of the total infrastructure value. Any changes to that could be substantial dollars impacting the assessment, or perhaps no change is needed. Given the new law, I saw it reasonable to ask the OPA Treasurer the following question: Do our reserves currently meet the amount our most recent reserve study says we need? I never received an answer to the question. Apparently, there were subsequent email exchanges between Perrone and other board members, including the board president Colette Horn. To my surprise, Perrone resigned as Treasurer at the meeting this morning. What Horn said at the board meeting today more or less tries to build a Berlin Wall between association members and board members. |

For reference, the above message is a reply to a message where: During this morning's board meeting, OPA board member Larry Perrone resigned his position as OP Treasurer. His resignation letter is below: Sept 27, 2022 From Larry Perrone, Treasurer OPA This letter is to advise you I am resigning my position as Treasurer of OPA effective today. This decision is as a result of your direction to me and the rest of the Board that we are prohibited from answering any financial question raised by community members. In your email dated yesterday you advised the Board that all financial questions should be referred to info@Oceanpines.org. This direction was a consequence of a question directed to me as Treasurer of the Association by a member of the community. In my attempts to request a financial report from the GM and Director of Finance I was advised by the GM to submit the question to Info.oceanpines.org. When the issue was raised with you, you directed me and the Board to submit all inquiries to the website. When I asked for the authority to make such a unilateral decision you advised me and the Board you feel this is the best course of action. In essence, you have defacto appointed the GM the Treasurer of the Association. You do not have the authority to direct the Treasurer or Board not to answer questions from community members. I cannot support this direction which I believe contradicts the duties for the Treasurer or any Board member. Larry Perrone |
