Yes  And there are several reports where Trump has been critical of the Offshore Wind Projects.

This shows that some communities have successfully stymied a lot of projects, in recent years. 

Yet the Biden administration and the Md Governor Moore have been pushing the OC offshore project and ignoring objections.   BUT the leadership changes in Washington won't begin until late January.
