OPA Board Meeting of 10/19/2005. Director Mark Venit wants a committee tyo look into ECC practices in dealing with lot owners. At one point Glenn Duffy asks Joe Moore to explain what authority OPA Board has over ECC. Moore essentially said OPA could set ECC Guidelines and policies, based on a 1975 agreement between OPA and Boise Cascade. Some question this since the agreement post-dates the Declaration of Restrictions where OPA Baord only has power to appoint or fire the three ECC members.
