What the Commissioners refused to admit is the "emergency" is only the result of failure by the owners of the properties to properly maintain their previously approved sewage treatment systems. It also represents a failure by the county health department to properly inspect and demand these private commercial treatment plants were kept in compliance with county codes.
While the hook-ups will indeed prevent sewage pollution in the area as a result of the property owner created "emergency," as a practical matter the owners of these properties received exactly what they wanted -- connection to a public facility.
