Video coverage of OPA board meeting. Zawacki motion on by-laws fails to pass. Primary issue was putting off sending new by-laws to referendum until a new board is elected. The motion failed with Zawacki and Unger voting in favor; Sterrett, Sandusky, and Cook voting against. Stachurski abstained. Duffy absent. 5/16/2007
