.OC Granted More Enforcement Power

At their October 24 meeting the Worcester County Commissioners considered a piece of proposed legislation to address issues with enforcement of various restrictions on properties owned by a municipality, but located outside of their borders. A problem with enforcement of various violations such as long term boat or recreational vehicle storage and sleeping under the bridge at the West Ocean City Park and Ride prompted the legislation.

Designated as Emergency Bill 06-12, General provisions - Regulations on Municipally Owned Properties, the matter was set forth in a public hearing where the only testimony received came from Sheriff Charles Martin, who supported the bill and advised the commissioners he believes it will accomplish the desired result. In general the legislation empowers a municipality to enact regulations that, subject to approval by the county and proper posting, become county regulations fully enforceable by county authorities.

All seven commissioners voted favorably and as emergency legislation the measure takes immediate effect, but a solution to addressing problems at the park and ride requires additional action. It remains for Ocean City to adopt regulations, post appropriate signage serving notice of the regulations and determine the citation forms to be used, all of these elements requiring county approval.
