Section 5: OPA Board Subject: WHP/New Fire House Msg# 572128

I think the BOD will agree to let the fire dept. use the Community Center area until they tear up WHP and build a new building. That is exactly what the contract signed by Zawacki without board approval states. We have been over all that. Also note that the existing contract from 20 or so years ago says the fire department has the rights to the space in the Community Hall. The problem is if OPA cannot rehab the Community Hall until the fire department builds a new building then it could be two years before the rehab can be done. Meantime, if the fire department agrees to move to the public works building temporarily so OPA can rehab the old building it is a possibility that the fire department will not obtain a building permit. What then? The best solution is for the fire department to move to public works, rehab the old building keeping space for the fire department (there is an option for this in the bids OPA received), and the fire department just moves back to a refurbished section of the Community Hall. The fundamental problem is a typical OPA problem -- it acts without knowledge or consideration of the ramifications of its actions. Compounding the typical OPA dysfunctionality in this instance is that the president of OPA negotiated and signed a contract without OPA Board approval, in violation of the by-laws and the president's own motion. You can't make this stuff up. |

For reference, the above message is a reply to a message where: If you are going to let the fire dept. stay where they are, why would we tear up our park and them let them move back??? Nancy: The more you and Marty and Joe go back and forth on this issue, the more I get confused. I may be mistaken, but I don't believe the above is correct. I think the BOD will agree to let the fire dept. use the Community Center area until they tear up WHP and build a new building. It would not make any sense at all what the above statement says. Maybe it will get cleared up by Marty, or, if any other BOD director would like to jump in on this subject, I'm sure you and I would be able to understand this entire debacle better. Linda |
