Let's see exactly how this would work.

1. B&F Committee recommends a one time $105 assessment increase.
2. GM, and probably BOD, accepts the increase but decides to spread it out over three years.
3. BOD votes for the three year spread.

Of course few association members know what actually transpires.  Easier to rely on rumor or innuendo.
