Joe, you surprise me…pleasantly I might add. Your comments about a pure or direct democracy are quite surprising and inevitability brings one back to the classic debate of Madison vs Jeffersonian governance and BTW, Jefferson never did respond to Madison’s assertions in Federalist Paper #10. Yes, the tyranny of the majority is always present however in the context of a HOA I’m more inclined to support the direct form where the citizens (owners) do indeed have an extraordinary amount of input.
My contention is that too many of the BOD’s decisions are ad hoc simply because they do not have a sense of the pulse of their constituents. Given the nature of the issues in a HOA my preference is not to have my representatives substitute their judgement in lieu of the judgment of the majority but alas that comment drives us right back to the classic and perennial debate of the form of governance we want. From my perspective the BODs are entitled to have a clear understanding of the wants and needs of their constituents and therefore the data is need to guide initiatives. |

For reference, the above message is a reply to a message where: If memory serves me right you projected a cost of approx.. $12,000. That is a fairly close estimate of the cost to mail some sort of a ballot to association members and the cost of returns. The important thing is to gather the inputs from the owners in order to identify our needs and wants. Thereafter the BOD has a clear mandate from their constituents and must (should) act on the wishes of the majority and not a vocal minority. I have mixed emotions. Not sure we would want to manage by polls. The input might be worth consideration, but I'm not sure I'd want to see the board act on every item deemed needed/wanted via a poll. By the way, even in board elections only a little over 50% typically vote so I'm not sure how much of a return would result. Even with all the warts, a representative governing system is better than a true democracy. |
