I don't think the above is accurate portrayal overall. OPA does provide actual comparisons on paper but almost all board discussion and GM presentations revolve primarily around making comparisons to budget. |

For reference, the above message is a reply to a message where: The only thing that a budget variance will tell you is how well you guessed the final result. So, it has absolutely nothing to do with efficiency. And since OPA rarely compares this year's actual to the previous year, it only serves to further muddle the evaluation. |
