Neighbor is in debt over 16 grand. When do they start collecting?
Well, if the neighbor has money or the neighbor property has value beyond any first mortgage then OPA will get their money plus 20% interest. If the neighbor is broke and the house is underwater OPA will receive essentially nothing and the money will be written off as a bad debt. So, if you are dead broke and have no value in your homme, don't pay the assessment.
