Do you have a link or a place I could go to read what the restrictions are on money received from the casino via State of Maryland?
You need to look at the actual legislation passed in 2009 on the state legislature web site. That said, the restrictions are dead simple - the money has to be spent on "public infrastructure." By the way, the OPA board composition at the time was (December 17, 2008) included Dave Stevens, Bill Rakow, Marty Clarke, Ray Unger, Bill Zawacki, John McLaughlin, and Les Purcell. That board supported Worcester County receiving all the money from local impact funds with none going directly to Ocean Pines. The video of Boggs presentation to the Board and the board's decision to support Worcester County receiving ALL the slots impact funds can be viewed here. View the entire segment. It is slow starting with a number of issues unrelated to OPA receiving money direct from state. Stick with it. The board, particularly Bill Rakow, suggests OPA would receive more money if all of it went to Worcester County for distribution. Incredible. Absolutely incredible. Especially when Boggs clearly says the county would "allocate funds when impact can be validated and proved." Can anyone, anyone, show how OPA has been impacted by the casino in very specific terms and prove it, and prove a dollar value of that impact? The board members were so naive they actually stated that Jim Mathias would probably vote to support the County effort to get all the money and take away Ocean City's 20% share of the impact funds. How stupid was that thinking? |

For reference, the above message is a reply to a message where: Hi Joe, The discussion last Thursday evening around the use of Casino funds and your subsequent detailed history report were very helpful. Do you have a link or a place I could go to read what the restrictions are on money received from the casino via State of Maryland? I tried finding on the Maryland Gov site with no success. There are times in the Board meetings when I believe better governance would be accomplished if input could be taken on the spot from Association members. While no decision was made that would impact the current distribution of casino funds (the 10%) there certainly was information communicated that could lead to misunderstanding about the use of the funds. What knowledge, for example, would a GM have about the restrictions on the use of these funds. I hope they would ask but there is a possibility that one might assume that what was stated by a Board member was correct. Obviously, any Association member might be incorrect in there understanding on a subject. However I prefer to have more information than less and to know that when a vote is being asked for of Board members that they have accurate information, correct understanding of any applicable laws, and the financial impact of their vote on Association members.
