You were present as I was (for a portion) at the B&F Committee meeting where this was discussed.
Ted, Are you talking about the June 5 meeting? If so, Viola submitted a response to the board stating, "There was a discussion on 'Outsourcing' but I emphasized it was not within the scope of the meeting. A comparable software system from a HOA Management Company was not presented. B&F has provided their guidance on this topic in the past." Here is the actual recommendation/guidance of the Budget & Finance Committee Viola referenced, as sent to the board by Viola from the meeting prior to June 5: “2) Requests for Proposals should be solicited from HOA Management Companies (Outsourcing). The request should ask that cost data be submitted in a manner consistent with the cost data supplied by the software vendors. Enough companies should be solicited to ensure OPA receives at least three responses. At minimum there should be some type of analysis from management detailing outsourcing was reviewed and a decision was made to either go the next step requesting proposals or why we decided not to pursue.” To my knowledge, this recommendation was never rescinded. Now you are saying OPA will see a software-only demo by Legum & Norman. You are playing games with what transpired at public meetings. Why are you not pushing for outsourcing RFPs? It appears the vast majority of board candidates, you perhaps the only exception, believe the software decision should be put off until after the election. Viola stated at one or both B&F meetings that there was no super urgency in making a decision. What you are seeking from L&N now is no more outsourcing than is leasing software from Northstar. Northstar offers no management component as does L&N. The entire purpose of those seeking financial outsourcing was to bring a new management approach to OPA finances. It is troubling that once again we are involved in a board forcing a decision with Tom Terry's involvement in the Technology Work Group, and now, as I understand, the involvement of another former board member in OPA financial issues yet again, even after the fiasco with the hidden bank accounts related to the fire department. When it comes to receiving advice, Bailey has essentially come under the control of the Tom Terry boards. Maybe I am wrong, but you seem to be neck deep in the entire effort for bringing OPA back to an era that association members decided was best left behind. Insist on putting out an actual RFP on financial management by qualified firms. What on earth are you afraid of? Why do you fight this? Then, with a new board in place examine and compare buying software and running it in-house with all in-house employees, or outsourcing. This supposed look at software-only from L&N is no more than a scam if a decision is to be made before the election. |

For reference, the above message is a reply to a message where: Joe, You were present as I was (for a portion) at the B&F Committee meeting where this was discussed. John had seen the L&N software and felt it was worth considering. You may recall we used the terminology “hybrid” in comparison with some of the other software provider to include reassigning to the vendor employees in some areas. L&N has agreed to submit a proposal this week to provide for a full airing of their ability to provide a platform similar to that provided by other software vendors. This is not just back room financial software, the proposal is supposed to be a full apples to apples comparison with the other providers across the board. I specifically urged the board to include L&N and I believe that without their participation apples to apples with the other providers a new board would overturn any decision. This allows someone with the HOA management skill set to provide pricing of the software. L&N’s Advanced Technology Group is fully engaged and will be providing OPA a proposal in the next week and follow that with a demonstration day at some point to include TWG, department heads, and the B&F Committee to see the product and compare it to the others. I certainly expect the inclusion of L&N’s proposal and demonstration prior to a final recommendation, and that is the due diligence required. Ted |
