if the US and China are both members of the Paris Accord should they not both be subject to the same controls?
Problem is there's no uniform "controls" or guidelines or targets. Nations like China and India are saying -- at some times in the future, they will top out and stop adding to their emissions---- meanwhile still increasing every year into the future. China has said this leveling will occur in 2030, and India hasn't identified any year, an open ended goal. Germany is an example of countries choosing a reduction goal, but not nearly achieving it. Pretty messy, and has been criticized, even by leading climate activists. James Hansen, who has been called the father of global warming, has called the agreement a fraud.
