FYI, I offered a motion two years ago to reduce the spending threshold. Not one Director would support. Daly said no because of by-law wording about phrasing projects. IMO Daly is mis-reading the by-laws.
I recall. In the backroom of the Community Center. Daly's thinking on this staged construction issue is convoluted and makes no sense. |
