Usually a start has some completion point in mind. In the case of flooding, the completion point is always having someplace to get rid of the water. With no additional outfall the water coming from the pond will still backup and cause flooding. The major flooding is below the pond. I have been there and watched what happens in a heavy rain.
In heavy rains the reworked pond will still overflow, just a little later than without the improvements. A delay will help some but whether it is worth $750,000 without additional outfall relief remains to be seen. |

For reference, the above message is a reply to a message where: You've enumerated those drawbacks multiple times. So readers are fully aware. Despite those earlier disappointments the pond improvements are beginning. Gotta start somehow, some way. |
