In heavy rains the reworked pond will still overflow, just a little later than without the improvements. A delay will help some . . .
I'm thinking that can be the results from having a weir. By delaying the overflows [i.e. outflows] a bit later, the releases down stream could experience less peaking conditions. This occurred in an example I read about. But plenty of uncertainty here. In that respect it appears I'd agree with you, there's room for much uncertainty. So we'll all be waiting to see. |

For reference, the above message is a reply to a message where: Usually a start has some completion point in mind. In the case of flooding, the completion point is always having someplace to get rid of the water. With no additional outfall the water coming from the pond will still backup and cause flooding. The major flooding is below the pond. I have been there and watched what happens in a heavy rain. In heavy rains the reworked pond will still overflow, just a little later than without the improvements. A delay will help some but whether it is worth $750,000 without additional outfall relief remains to be seen. |
