If the same thing happens again, the offender should be banned, no matter who it is. 

Where did you get the idea that private businesses cannot ban troublemakers?  The ban/prohibition just cannot be based on any of the classes protected by federal laws.

Unruly customers are banned from bars all the time,  commonplace. I expect police only become involved if a banned person refuses to leave.
