Nate, have you considered the possibility that they lack enough evidence at the present time?  When persons of interest clam up and don't talk, it's difficult to move forward.  In my opinion, I think that is what we have here. Our system of justice does not allow the state to drag several people into a court of law and jury and say, "It's one of them."
