Section 5: OPA Board Subject: What Was Parks Thinking? Msg# 1212441

The concern over banquet numbers started after Rick Farr was quoted in the October 2023 Progress (page 15) saying “we have a million dollars of weddings already booked through 2026." Farr said this to the Progress as a reason behind his expectation that the new Board would extend the MOC contract five years.
On October 24, 203, the B&F Committee noted that they did not receive the banquet report that they requested from the MOC. At the next B&F meeting in November, the Committee had a discussion regarding future banquets and some Committee members were concerned the banquet report they received showed “very dry months”. The report showed that there was only 1 banquet booked in May, 2 in July and zero in August. The Committee discussed Rick Farr’s quotes in the Progress regarding the million dollars of revenue booked versus what the report actually shows. Committee members mentioned that weddings are booked a year in advance and asked how many banquets are booked only 90 days in advance. Doug Parks pointed out that the possibility exists for last minute bookings. January 3, 2024, Matt Ortt addressed the B&F Committee and says he has 19 banquets booked and inquires keep coming. On January 5, 2024, at the Budget Review, Matt Ortt now reports 31 booked banquets and says the past two weeks he has had 17 additional inquiries. Wednesday's B&F Meeting reports banquet numbers are down, there were no banquets in August and there are only six booked banquets for next year. |

For reference, the above message is a reply to a message where: There was absolutely no reason for Doug Parks to mention the RFP at a public Budget and Finance Committee meeting. With his experience, he knows better; however, it appears he can’t help be a cheerleader for Matt Ortt. Two Committee Members, each with five years of service, were justifiably concerned about the banquet numbers. I noticed that Doug Parks referenced the RFP as a defense for the disappointing banquet figures. To suggest that the recent issuance of the RFP is the reason for the lack of banquet bookings is absurd. Does Doug Parks believe brides are avoiding booking weddings because they heard about an RFP issued a few weeks ago? At this juncture, the RFP seems to be a mere formality and a weak attempt for the Board to follow the By-Laws. Has Mr. Parks’ latest public comment provided further evidence that the Board has already made its decision, rendering competitors’ RFP submissions futile? If other proposals are received, will the Board majority disregard any proposal that could be more profitable for the Ocean Pines Association due to their friendship with the contractor (and possible freebies)? |
