The budget is arbitrary. You are essentially saying it does not matter that the first-floor restaurant is usually empty when other local restaurants have waiting lines.

Even if the budgeted special events actually happened you would apparently be content with the first-floor restaurant being empty when other local restaurants have waiting lines on the premises that it complied with some arbitrary budget number?

Profits or losses are based on actual numbers, not on a budget from a year ago.
