Like Kaiss, you are totally uninformed. What is that saying -- One can lead a horse to water but cannot make it drink. 

Had you actually viewed the video of the board meeting, perhaps you would know Bright is hampered in taking legal action in the Courts with regard to the Commissioners making OP ratepayers pay a large part of the loan millions because the Commissioners have not yet voted to do so.

Watch the video, and you will discover that a public hearing on the service area budgets will be in May. Thereafter, the Commissioners will approve the budgets. If the Commissioners approve a budget for the OP service area that provides for OP ratepayers helping to pay off the loans, then Attorney Bright may have some course of legal action. Time will tell.

Also, keep in mind that the Worcester County Commisisosns, while obligated to follow the law, are in a unique position of also possessing the ability to CHANGE the law.
