Frank, it is fairly obvious to an essentially uninvolved observer that your fatal mistake was applying to ECC for the permit and then building the addition after you were turned down.

In OPA-land you might have been in a better position had you not even requested the permit and just put up the addition.

If I were you I would appeal this in some way to the Board of Directors and beg for their mercy. If the work in question is as you describe I can't imagine four or more of the board members voting to have you tear it down.
