Yes, correct. 

The B&F Committee is an advisory committee. It reviews the budget, for one thing, prior to the board receiving it. Had you attended any of those budget review meetings you would see all the hard work that goes into it. Gomsak brought a level of professionalism and expertise that was much needed.

And your suggestion that membership on any committee indicates the committee members are part of the problem is incomprehensible to me. Let me elaborate further -- absolutely incomprehensible.

If the committee embraced the GM's budget and recommended it to the board, that is my interpretation, yes.
