So what is your take on why "drainage" is listed in the low 5 figures in the budget [over several years] when it actually is in the middle 6 figures? I don't think anyone is trying to pull over anything but it doesn't make any sense to me. Jack, anyone who studied the OPA budget process and the budget itself will quickly discover there are any number of things that don't make sense. This is the fault of many boards, over time, all allowing the budget to become more or less of a template where the blanks are filled in every year rather than an understandable document. The only person who understands it properly is Art Carmine. It can never be understandable unless Art Carmine makes it understandable. Of course Art would tell you it is already completely understandable. |

For reference, the above message is a reply to a message where: A budget is.... well ... a budget, and any budget is, by definition, no more than a projection of income and expenses. Budgets are also based on a number of underlying assumptions. It is often the assumptions that are the subject of debate and disagreement. So what is your take on why "drainage" is listed in the low 5 figures in the budget [over several years] when it actually is in the middle 6 figures?
