Joe: If our budget was done correctly, and zero based, then an outside revenue increase would be exactly that, an excess. Although that excess, slot impact money would not actually reduce the properly done and in place budget, it would certainly carry over to the next budget and thus reduce its required assessment by an amount equal to that impact money. For reference, the above message is a reply to a message where: I believe that this money should reduce our assessments and not become just yet another board slush fund. The money should be in the budget, perhaps a min of $200,000. However, just because OPA receives slots income does not automatically mean the amount comes off the assessment. The budget, properly done, should be zero-based and OPA needs whatever it needs based on the board-approved zero-based budget. The assessment should not be an arbitrary number. The assessment should not even be a factor in budget review/approval. However, it has been a LONG time since OPA did a true zero-based budget process in my view. |
