I believe that this money should reduce our assessments and not become just yet another board slush fund. The money should be in the budget, perhaps a min of $200,000. However, just because OPA receives slots income does not automatically mean the amount comes off the assessment. The budget, properly done, should be zero-based and OPA needs whatever it needs based on the board-approved zero-based budget. The assessment should not be an arbitrary number. The assessment should not even be a factor in budget review/approval. However, it has been a LONG time since OPA did a true zero-based budget process in my view. |
