The minimum, whether you use any water or not is $187.00 per quarter. That consists of $133.00 minimum water and sewage charge and $54.00 EDU charge.

Usage is in addition to the minimum. Since the $54.00 EDU charge is to cover debt service and the usage rates below seem reasonable to me,  the number that should be examined is the $133.00. I would assume all other catagores of expense, other thatn debt service, are included in that figure but have seen no breakdown on those.

Quarterly user rates are hereby set as follows:
1. Domestic minimum water and sewer $133.00
2. Additional domestic water and sewer charge based on usage as follows:
a. $1.60 per 1,000 gallons up to 10,000 gallons, and
b. $3.50 per 1,000 gallons over 10,000 gallons up to 25,000 gallons, and
c. $6.00 per 1,000 gallons over 25,000 gallons up to 35,000 gallons,
d. $9.00 per 1,000 gallons over 35,000 gallons up to 45,000 gallons, and
e. $15.00 per 1,000 gallons over 45,000 gallons.
3. Commercial minimum water & sewer $245.00
4. Additional commercial water and sewer charge of:
. $1.60 per 1,000 gallons up to 10,000 gallons and
a. $5.00 per 1,000 gallons over 10,000 gallons based on usage.
Standard assessments for debt service are hereby established at $54.00 per EDU per year payable quarterly.
Ocean Pines Backbone Sub-Area user rates for debt service are established at $30.00 per EDU per year payable quarterly.
