OPA spends the money after it collects the depreciation amount via our assessments. As for what it is spent on, the answer is always the same and very simple:

Whatever any four board members decide to spend it on so long as any one expenditure is less than 20% of total assessments. Anyone who thinks otherwise only need look at the $1 million pool cover.
