Assess double assessments on properties bordering park.
Require them to purchase park at assessed value. Clearly mark 5 access locations with metal signs and poles welded together and anchored in concrete. Have CPI regularly inspect to make sure signs are not tampered with. Here is a good suggestion, have OP police patrol the park !!! For reference, the above message is a reply to a message where: I think its obvious that the property owners whose property abut the park land in question which is owned by and maintained by OP maintenance crews paid for by all OP property owners feel that this property is their own private preserve. You can say what you want but plain old common sense tells us this is the situation. If OP management is unable to rectify the situation so that the remaining property owners (with property not adjacent to the park) aren't being excluded from the park and simultaneously expected to maintain the park the property owners on the park should be held accountable. If other property owners whose property abuts park land pulled a stunt like this, OP would be in utter kayos. My lot borders golf course, suppose property owners with property bordering golf course began treating golf course as their own, taking down signs and obscuring access to golf course etc. How?
