That is not how I read what Mr. Herrick said regarding this issue.  I read his comments to say he abstained because Mr. Collins and Mr. Stevens were asking for more time as they had not read the changes, and a motion to delay the budget vote failed.  Mr. Herrick voted yes on the motion to delay the budget vote which failed, then abstained on the budget vote.  An abstention, as I read his comments, to show support for Mr. Collins and Mr. Stevens, as Mr. Herrick stated that on a personal level he would have voted in support of the budget.  

If Mr. Herrick did not have time to digest the contents of the budget he should have voted No.  That however, is not the case. 

Mr. Herrick knew what was in the budget.  His abstaining was not to represent the best interests of the members, but to support two other Directors.  That is politics.
