joe,  the way I understand this, lines have been drawn limiting where table service may be offered outside, sort of a border.  not totally sure, but I may have heard this directly from the horses mouth at a clubs committee meeting when I asked BT about moving the pool tables/seating when pool is closed.

and I know bertino was not in office, but he was at the YC addressing a group and during q and a I asked if as a current commish did he see the possibility of seating restrictions changing, and he basically said that the OPA went into this with eyes wide open and if they didn't like it they should have reevaluated the project. former commish judy boggs was in the audience and heard my question, and basically told me the same thing.

when it came to the new building it was 'damn the restrictions, full speed ahead.'
