I believe we have issues at the Facilities Manager and Parks and Recreation Director level if a report was received regarding playground safety and was not acted upon by either of the people holding those positions. 

Is the GM ultimately responsible for the actions of the Facilities Manager and Director of Parks and Recreation, of course, just as the Board of Directors is ultimately responsible for the actions of the GM.  That in no way excuses our Facilities Manager and Parks and Recreation Director to act on issues directly affecting their areas of responsibility.
