Section 5: OPA Board Subject: Casino Funds History Msg# 1009797

Hi Joe,
The discussion last Thursday evening around the use of Casino funds and your subsequent detailed history report were very helpful. Do you have a link or a place I could go to read what the restrictions are on money received from the casino via State of Maryland? I tried finding on the Maryland Gov site with no success. There are times in the Board meetings when I believe better governance would be accomplished if input could be taken on the spot from Association members. While no decision was made that would impact the current distribution of casino funds (the 10%) there certainly was information communicated that could lead to misunderstanding about the use of the funds. What knowledge, for example, would a GM have about the restrictions on the use of these funds. I hope they would ask but there is a possibility that one might assume that what was stated by a Board member was correct. Obviously, any Association member might be incorrect in there understanding on a subject. However I prefer to have more information than less and to know that when a vote is being asked for of Board members that they have accurate information, correct understanding of any applicable laws, and the financial impact of their vote on Association members. For reference, the above message is a reply to a message where: Thanks Steve. It was an interesting time in OPA-Land. Some board members were saying OPA would receive more dollars if the county was deciding how much to give us. I could not believe it. For the county to give us a part of their impact funds would have required a yearly request with factual details as to how OPA was adversely impacted. Impossible to prove. Now the money is just direct-deposited from the state coffers to OPA account. No yearly begging of the county. One name people should not forget is Norm Katz, now deceased. Katz was totally opposed to gambling legalization by the state. However, he started beating on the Board of Directors back in 2007, begging them to push the legislature for a cut of the funds in any legislation proposed for legalized gambling. Katz said while he abhorred the gambling, if it was to be forced on this part of the county then OPA should get a share. The board ignored him. Katz was one of the first people I called about joining C.O.P.E. in 2009. |
