The proposal is only a fraction of the documentation submitted by L&N.  They actually provided very detailed plans for integration of their systems, responsibility matrices for all task required, and a project implementation schedule.  Five of the current board members have had that information for nine months now, and in fact, Director Jacobs, when this was originally presented for board consideration last July, suggested the TWG needed to get involved in a review of this software.  Unfortunately, the work of the TWG has been top secret, so who knows if Director Jacobs actually had the TWG consider the L&N option in their RFP process as she stated last July.
