Joe, in the proposal Marty is talking about there was a defined outfall for ALL the water.
I realize that. How could the project be built in phases as Marty suggests, without violating the bylaws in terms of a referendum? Just for the sake of discussion, assume the cost is $5 million to do the project. This would require a referendum. How could the project be built in $1 million phases and not violate the bylaws? Any phase would be useless unless all phases are completed, and thus a phased approach on this project would not comply with the bylaws. If this was something Marty did NOT want he would be taking an entirely different position. |
