Marty knows the By-Laws much better than me. If I were king and for sure I am not, I would start the project like they are doing, let the people vote on the total cost of the project and complete it in phases. I disagree that any phase would be useless without the other due to the fact the infrastructure needs replaced NO matter which route they go. As this pipes get in worse condition so will the flooding. | ||||||

For reference, the above message is a reply to a message where: Joe, in the proposal Marty is talking about there was a defined outfall for ALL the water. I realize that. How could the project be built in phases as Marty suggests, without violating the bylaws in terms of a referendum? Just for the sake of discussion, assume the cost is $5 million to do the project. This would require a referendum. How could the project be built in $1 million phases and not violate the bylaws? Any phase would be useless unless all phases are completed, and thus a phased approach on this project would not comply with the bylaws. If this was something Marty did NOT want he would be taking an entirely different position. |
