Returning members are Farr, Parks, Horn, and Daly. The first two and second two are more or less in opposition on certain issues. Each group of two will be hoping to see at least two of the three open seats filled by candidates who support their views. If that happens, either way, the battles will continue. 

Perhaps an ideal scenario would be election of three individuals who have zero association with any of the current board members. Then the threesome needs one vote from either side to pass motions.
