The $4500 removes options. No choice of mowing one’s own lawn. No choice of insurance coverage. No choice of not paying a fee for pool use. No choice of not paying for garbage collection, etc. Many might like this setup  

If OPA were to add mandatory pool fees, mandatory garbage collection, mandatory lawn or grounds service, etc., there might well be riots in the streets.
