Based on the police report, Mr. Janesek was clearly out of line. Even worse he was menacing.  No one; not board member, not staff members, not community member should be subjected to that type of behavior.  It is clear to me this individual has a severe alcohol problem. People with alcohol abuse disorder or just plain major irritability factor don't change their behavior unless there are consequences.  There must be consequences for this individual.
