Somebody will eventually pay for every available connection. OPA service area customers have been paying for excess plant capability for 15 years or more. A fair number of payers have died or moved, having subsidized development of something they never used and never benefited from.
Benefit is a curious word. Does anyone think rates will decline when and if the excess EDUs are sold? Get that bridge contract out. |

For reference, the above message is a reply to a message where: Any monies coming from these additional outside hook ups should be used to retire any outstanding debt remaining from the buildout of the OPA facility and lines. I remember that the forcemain to the South side was set to be paid for by dunning the homes that would benefit. I have no idea where that program is today. Paid for?? Still in the South side rate base?? I've moved on from looking over the W & S affairs but still think of that from time to time. |
