I think many were confused. What he finally posted actually served to clear it up. OPA Director Steven Jacobs posted a message on ROC Facebook. That sparked responses, including one from a Sharon A. Curtiss that contained the quote of an email from Commissioner Fiori. Earl eventually posted here the Facebook message from Curtiss as well as the initial post by Jacobs that she responded to -- albeit in a confusing stream until one figured out the puzzle.
