Apparently it all took place within the confines of the Builders Association.

Here is what happened:

Marvin Steen, a past president of the builders organization, decided he was going to help the community center project. He called someone in the builder association office and asked for a letter in support of the community center. I believe Marvin wrote the text. At any rate, the individual at the builder association office typed the letter per Marvin's request, signed the name of the builder association president, and faxed the letter to Marvin.

Marvin wanted OPA to mail it to all property owners. OPA said no. Marvin faxed to media.

Meantime, Bud Esham, president of the builders association, finds out about the letter from Marty Clarke and becomes slightly upset. He never saw and never signed it. The builders association withdraws the letter. Marvin calls some papers and asks them not to publish. Apparently he didn't reach all of them.
